Dear Colleagues!
We would like to invite you to take part in the work of the 11th All-Russian scientific and practical conference titled "Library collections in the digital era: traditional and electronic resources, acquisition, and use", which will be held in full-time remote mode in accordance with the epidemiological restrictions established by the authorities of St. Petersburg.

Library collection acquisition professionals, bibliographers, knowledge workers, other library specialists, publishers, aggregators of electronic resources and company representatives are invited to participate. Speakers, participants of plenary discussions and expert platforms, moderators of special events will be invited to participate in the in-person format by the Organizing Committee. In case the restrictions are removed and the conference format is changed, the information will be published on the conference website and sent to the registered participants by e-mail.

EXPERT MEETING OF THE ASSOCIATION OF PRODUCERS AND USERS OF EDUCATIONAL ELECTRONIC RESOURCES (APPOER)

  • The trend of an open, unified access to resources in the electronic library system (EBS): what has already happened and what will happen in future? Collections of university publishers in the EBS.
  • EBS as global educational platforms: how does it work now and what are the prospects?
  • Universal statistics standards for EBS are not a myth. What has been agreed upon and what remains to be discussed?

LAWS AND REGULATIONS APPLICABLE TO LIBRARY COLLECTIONS DEVELOPMENT

  • “Accounting procedure for documents included in the library’s collections" - amendments to the Order of the Ministry of Culture of the Russian Federation № 1077;
  • New National Standard of Russian Federation (GOST) related to the formation of library collections.
  • Optimization draft law on public procurement (reduction of the quantity of supplier determination methods; electronic document management throughout the procurement cycle; unification of requirements to the participants actions, strengthening requirements for their qualifications, etc.)

TRAININGS AND PRESENTATIONS OF FOREIGN AND NATIONAL ELECTRONIC RESOURCES (INCLUDING ISSUANCE OF CERTIFICATES)

Registration of training participants will be organized in the working days of the Conference.

An exhibition of publishing products, information products and library equipment will be held as part of the Conference.

No participation fee is charged to libraries and public institutions representatives.

Participation fee for publishers, aggregators, and company representatives is 1,000 rubles (including VAT of 20%) for each participant from the company.

For registration it is necessary in accordance with the public offer on participation modalities in the Conference and exhibition to fill out Application form for participation in the conference and exhibition, Application form for publishing in the exhibition catalogue, Registration form for each participant from the company (registration form of the participant).

Applications for participation in the exhibition are accepted until March 12, 2021.

Registration is open until March 15, 2021 at the website of the NLR . In order to participate in the Conference please fill out a Registration form.

The Conference program will be posted on the Conference website. 

The Conference will be webcasted with the possibility of further publishing of presentations, video recordings and meetings transcripts on the Conference website.

Should you plan to make a report (presentation), we kindly ask you, upon registration, to get acquainted with the public offer and its Acceptance form.

Collection of materials resulting from the Conference is planned to prepare.

Deadline for submission of materials for publication is April 30, 2021.

Filling of the Registration Form fields confirming the participant’s consent to the publication of the Work and the transfer of the Work by the Rightholder/Licensor on the above terms and without the Acceptance of the Offer will be considered to have accepted the terms of the Offer and its Acceptance, i.e. the conclusion of a License Agreement with the Institution/Licensee.

The conference organizing committee reserves the right to select reports and presentations for inclusion into the conference program.
