Informational Letter of Invitation

On March 26–29, 2024, Saint Petersburg will host the XIV All-Russian Scientific and Practical Conference “Library Collections in the Digital Age: Traditional and Electronic Resources, Acquisition and Use”.

Conference Hosts: National Library of Russia and Russian Library Association.

Venue: National Library of Russia, New Building, Saint Petersburg, Moskovsky Pr., 165, Building 2.

For participation are invited professionals in the field of library collection acquisitions, bibliographers, information employees, other library specialists, publishers, aggregators of electronic resources and representatives of the companies – libraries’ partners. The Conference will be held in the in-person and remote format.

 

Main topics and items for discussion:

Generation of library collection in the era of global challenges

  • State cultural policy and the quality of the generation of library collection;
  • Collection building in municipal libraries at new territorial entities of the Russian Federation;
  • Efficiency of using subsidies to support the acquisitions of municipal and public state libraries;
  • Book core as the basis for the quality of collection building in municipal libraries;
  • Expert Council for Children's Literature under the Children's Libraries Section of the Russian Library Association (RBA). Final selected bibliographic list for 2023;
  • Book market in the context of global challenges: main trends and libraries acquisition.

Electronic resources development to support science and education

  • New trends, electronic resources and services for development of science and education. Reports and presentations of leading experts.

Expert platform of the Association of Producers and Users of Educational Electronic Resources (APPOER) (to be held in the format of plenary discussions)

  • Development of the educational electronic resources industry: scientific and educational platforms, development and implementation of artificial intelligence (including generative capabilities), innovations in the development of services.
  • Professional contests: ideas and meanings.
  • Book publishing by higher education institutions: its place and role in the content of electronic educational resources.

Presentation of NLR projects

  • Federal Center for Regional Studies “All Russia”: electronic encyclopedia of Russian regions
  • NLR project “Biographical Dictionaries of Russia”
  • Presentation of the “Russian Poetry and Prose of the XX Century” resource
  • NLR project “Open Treasury: Library of the Kirillo-Belozersky Monastery in virtual environment”
  • Network local history resources as an object for web-archiving

Current issues in practice of acquisitions and use of scientific libraries collections

  • National projects. National Electronic Library, National Bibliographic Resource, National Book Platform - 2.0;
  • National project “Culture”. Digitalization of national cultural heritage. Regional projects dealing with digitization of rare and valuable books under protection of State;
  • National subscription and acquisition of scientific electronic resources for library collections;
  • Neopoisk: Russian discovery service of new generation;
  • Traditional and electronic resources: interaction in service practice (bots, neural networks, use of social networks, RFID technologies for analysis of users needs and library collections promotion).

Laws and regulations applicable to library collections generation

  • Procedure for working with restricted access documents
  • Proposed amendments to Decree No.1077 of the Ministry of Culture of Russian Federation “Procedure for Recording Documents Included in the Library Collection”.

Trainings and presentations of foreign and national electronic resources. Registration of training participants will be organized in the working days of the Conference.

Formation of library collections for municipal model libraries

  • Results of monitoring the collections of municipal model libraries – 2023 (Stage 2)
  • Awards ceremony for the winners of the contest “The Golden Shelf 2023”.
  • Focus seminar “Best practices to form collections of municipal model libraries” (to participate in the focus seminar and receive a certificate, you need to register as a participant).

Exhibition of publishing products, information products and library equipment will be held as a part of the Conference.

Conditions for participation in the Conference and Exhibition: No registration fee is charged to representatives of libraries and budgetary institutions.

Travel expenses shall be paid at the expense of the seconding party (employer).

The registration of participants is open at the website of the NLR until March 18, 2024.

Registration of participants presenting the report – until March 4, 2024.

Registration fee for companies, publishers, aggregators, and commercial company representatives is 2,100 rubles for each participant from the company; for small publishing houses and companies 2,100 rubles (for several participants from the same company).

For registration it is necessary in accordance with the public offer on participation in professional events in the Conference and exhibition to fill out Application form for participation in the conference and exhibition, Application form for publishing in the exhibition catalogue, Registration form for each participant from the company (registration form of the participant).

Applications for participation in the exhibition are accepted until March 4, 2024.

The Conference program will be posted on the Conference website.

It is planned to webcast the Conference, to publish presentations and video recordings of speeches on the Conference website.

Based on the results of the conference, it is planned to publish the Conference proceedings in electronic format (presentation, video recording of the speech, text of the report in PDF format). The deadline to submit the materials for publication is April 30, 2024. Please read thoroughly the requirements for the publications. Together with the text of the article, a scan of the completed acceptance shall be sent, its original can be delivered later.

The Conference Organizing Committee reserves the right to select reports and presentations for inclusion into the Conference Program and Proceedings.
