We would like to invite you to take part in the work of the 9th All-Russian scientific and practical conference titled "Library collections in the digital era: traditional and electronic resources, acquisition, and use", which will be held on March 25 – 29, 2019, in the new building of National Library of Russia, St. Petersburg.

Library collection acquisition professionals, bibliographers, knowledge employees, other library specialists, publishers, aggregators of electronic resources and company representatives are invited to participate.

SEMINAR  “LAWS AND REGULATIONS APPLICABLE TO LIBRARY COLLECTIONS DEVELOPMENT”

  • “Library collections recordkeeping procedures with comments and attachments”: relevant commentaries on the application practice.
  • Accounting and library recordkeeping. Simplification of recordkeeping forms used for electronic network resources;
  • Recordkeeping of library collections in new 6 NK form and in other forms of statistical recordkeeping;
  • Use of open-access resources in the formation of library collections. The contract system of state procurements
  •  Conversion of all types of procurement to the electronic format.

New approaches to arrangements of small single-sourced procurement (from a sole provider) according to the Article 93 of Federal Law No. 44-FZ of April 5, 2013 “On the contract system in the procurement of goods, works, services for state and municipal needs”.

Draft law on changes in the procurement of cultural properties.

TRAININGS AND PRESENTATIONS OF FOREIGN AND NATIONAL ELECTRONIC RESOURCES (INCLUDING ISSUANCE OF THE CERTIFICATES)

Registration of training participants will be organized during the days of the Conference.

An exhibition of publishing products, information products and library equipment will be held as part of the Conference.

In order to participate in the Conference please fill out registration form.

No participation fee is charged to the libraries and public institutions representatives.

Participation fee for publishers, aggregators, and company representatives is 1,000 rubles (including VAT of 20%) for each participant of the company.

In accordance with the public offer on participation modalities in the Conference and exhibition, for registration is necessary to fill out application agreement, application form for publishing in the exhibition catalogue, registration form for each participant from the company (registration form of the participant).

Applications for participation in the exhibition are accepted until March 11, 2019.

Registration is open until March 11, 2019 at the website of the NLR.

Please send by email (niobf@nlr.ru) the title of your report or presentation, as well as a brief summary, for inclusion into the program by March 1, 2019 (in .doc file format). Late submissions will not be accepted.

The Conference will be webcasted  with the possibility of further publishing (of the presentations, video-records, transcripts of speeches and reports) on the Conference website and in the collection of materials of the Conference in electronic form. Deadline for submission of materials for publication is April 30, 2019.

Should you plan to make a report (presentation),  we kindly ask you to get acquainted, while registering, with the public offer on making licensing agreement concerning the use of Works with the right-holders - participants of the 9th All-Russian Scientific and Practical Conference “Library Collections in the Digital Era: Traditional and Electronic Resources, Acquisition and Use.” (March 25 – 29, 2019, St. Petersburg) (hereinafter - the Offer) and its Acceptance form.

Checking in the fields of the “Registration Form” confirming the participant’s consent to the publication of the Work and its (the Works)  transfer by the Right-holder without the Acceptance of the Offer is considered that the Right-holder have accepted the terms of the Offer and its Acceptance, i.e. the conclusion of a License Agreement with the NLR.

Conference organizing committee reserves the right to select reports and presentations for inclusion into the Conference program.
