The collection contains the following publications: standards, technical regulations, technical conditions and other types of regulatory and technical documents on standardization, feasibility standards and regulations, building codes (SNiP), regulations and standards for design and construction (SP), sanitary norms and rules (SanPiN), catalogues for industrial equipment and products, price lists, intellectual property protection documents: pre-revolutionary descriptions of inventions – privileges, descriptions of inventions for copyright certificates and patents, reference and bibliographic information about inventions, industrial designs, trademarks, utility models, etc .; patent law literature on intellectual property, as well as reference, bibliographic and periodicals on this topics.
In the world of information, patent information is the most claimed. Patents are the first publications which can indicate new directions of developments of competitors. This is necessary for enterprises in almost all fields, including industrial enterprises, investment and credit organizations, research centers, institutes and other organizations.
Knowledge of patent information is of the utmost importance in awarding contracts for the procurement of new machinery and equipments. It is also needed to deal with issues on the development or purchase of a license for technical solutions, it helps to eliminate potential claims for possible infringements of patent rights of third parties, to change lines of production and to establish new technologies in the world market. Patent information is part of the scientific resources that underlies innovative changes.
Therefore, the Library create conditions for users to access professional databases (DB) of domestic and foreign patent information. At present, the world's most comprehensive professional source of patent information is the commercial database of the French company Questel (in English), which contains more than 60 million patents from 100 countries of the world and International Patent Offices.
Everyone is given access to the open and subscription (commercial) full-text databases (DB) of the Federal Institute of Industrial Property (FIPS) of Rospatent, Quotestel database of the French company Orbit, Espacenet, etc.
At the request of users, the skilled experts having wide work experience, carry out all types of patent studies (except verification of brand purity). Results may be delivered by email.
The holdings contains more than 400 separate editions of foreign standards until 1970 and sets of standard specifications. There are also periodicals including texts of standards. For example: DinTaschenbuch - 31.2/10-1984; Japanesestandardesassociation (Tokyo); DieStandartdisierung - P11/1617; Annualbookof ASTM standart - P10/1425; Din-Metteilingen - P11/1908.
